Governor Edmund G. Brown Jr. signed the 2014-2015 totaling $156.3 billion saying “This on-time budget provides for today and saves for the future.”
The budget includes $250 million from California’s auctions of carbon emission credits to help finance the high-speed rail project. In subsequent years, a fourth of the auction money will go to the train. AB 32, the global warming law, requires proceeds from the auctions further the goals of limiting greenhouse gases. The high-speed rail falls under this requirement as it will eventually reduce emissions from long-distance travel.
The budget also includes funding for the Agriculture Incentive Grant which funds the FFA program as well as other agricultural groups
